Saskatchewan Immigrant Nominee Program (SINP)

The Saskatchewan Immigrant Nominee Program, or SINP, allows the province to nominate qualified foreign workers who have the potential to thrive in Saskatchewan to apply for a provincial nomination for Canadian permanent residence.

It is also one of the easiest Provincial Nominee Programs (PNPs) to apply. While a minimum of one year of full-time work experience is essential to apply for both of its subcategories – Express Entry and Occupation in Demand, a job offer or work experience in Canada is not required to be eligible.

Two SINP program categories for foreign skilled workers:

• International Skilled Worker
• Saskatchewan Experience

1. International Skilled Worker

The Saskatchewan International Skilled Worker category is for foreign skilled workers who want to live and work in Saskatchewan. It includes follwing sub-categories for:

1. Occupation-In-Demand
2. Saskatchewan Express Entry

Candidates outside Canada or with proof of legal status in Canada both qualify to apply for a provincial nomination through either of these streams. However, they need to first register an Expression of Interest (EOI) with the SINP.

Eligible EOIs are then awarded a score out of 100 based on the SINP’s International Skilled Worker Points Assessment Grid, which allot them points based on their work experience, education, language ability, age, and connections to the province. High-scoring candidates are then invited to apply for provincial nomination through regular draws conducted by the SINP.

• Occupation-In-Demand Sub-Category

This sub-category is for skilled workers who do not have a job offer but are highly-skilled in a Saskatchewan in-demand occupation.

Eligibility Requirements

In order to be eligible under this stream, candidates must:

• score at least 60 points on the SINP points assessment grid;
• have English and/or French language score of at least Canadian Language Benchmark (CLB) 4;
• have earned a Canadian diploma, certificate or degree, training or apprenticeship or equivalent foreign education with an Educational Credential Assessment;
• have minimum one-year work experience in the past 10 years in their field of education or training occupation and in an occupation in NOC A, B, 0 not included on the excluded occupation list;
• obtain the appropriate licensure in Saskatchewan ( if their field so requires); and
• have sufficient settlement funds and a settlement plan
• Saskatchewan Express Entry Sub-Category

The Saskatchewan Express Entry Sub-Category of SINP is designed for foreign skilled workers who are in the federal Express Entry Pool and want to live and work in Saskatchewan.

Eligibility Requirements

In order to be eligible under SINP- Express Entry stream, candidates must:

• have a valid profile in the Express Entry Pool, with profile number and job seeker validation code;
• score at least 60 points on the SINP points assessment grid;
• provide valid language test results from a designated testing agency matching those in the Express Entry profile;
• have earned a Canadian diploma, certificate or degree, training or apprenticeship or equivalent foreign education with an Educational Credential Assessment;
• have at least one of the following experience requirements in their field of education or training occupation:
• One year of work experience in the past 10 years in a skilled profession (non-trades);
• Two years of work experience in a skilled trade in the past five years; or
• One year of work experience in Canada in the past three years (trades and non-trades).
• Have work experience in a high-skilled occupation in NOC A, B, 0 not included on the excluded occupation list;
• Obtain the appropriate licensure in Saskatchewan where their profession is regulated, or a skilled trade. For skilled trades, a certificate is required from the Saskatchewan Apprenticeship and Trade Certification Commission; and
• provide sufficient settlement funds and a settlement plan;

Express Entry candidates, who obtain a nomination through the SINP’s Express Entry sub-category, receive additional 600 points toward their CRS scores, effectively increasing their chances to get an invitation to apply (ITA) for Canadian permanent residence in subsequent Express Entry draw.

2) Saskatchewan Experience Category

The Saskatchewan Experience Category is for foreign nationals who already live and work in Saskatchewan.

• Skilled Worker With Existing Work Permit Sub-Category

This sub-category is for skilled workers who have at least 6 months of work experience in Saskatchewan with a valid work permit.

Eligibility Requirements

In order to apply under the Skilled Worker with Existing Work Permit Sub-Category, applicant must:

• have a permanent full-time job-offer from a Saskatchewan employer. the job offer must be in NOC A, B, 0 or a designated trade;
• have a valid SINP Job Approval Letter;
• have been working in Saskatchewan for at least 6 months with a valid IRCC work permit. The Job offer must be for the same position that the applicant worked in for last 6 months;
• have a minimum language score of Canadian Language Benchmark (CLB) 4 (if their job offer is in a NOC ‘C’ occupation); and
• Have proof of eligibility for Saskatchewan licensure where their occupation is regulated, or a skilled trade. For skilled trades, a certificate is required from the Saskatchewan Apprenticeship and Trade Certification Commission.
